Amends the Illinois Public Labor Relations Act, Section 8, concerning grievance procedures in collective bargaining agreements.

Requires collective bargaining agreements to include a grievance resolution procedure applicable to all employees in the bargaining unit.

Mandates final and binding arbitration for disputes regarding administration or interpretation of the agreement unless parties mutually agree otherwise.

Requires any agreement with final and binding arbitration to also include a provision prohibiting strikes for the duration of the agreement.

Establishes that arbitration costs shall be borne equally by the employer and the employee organization, and grievance and arbitration provisions are subject to the Illinois Uniform Arbitration Act.
