Amends the Illinois Public Labor Relations Act Section 14 concerning security employees, peace officers, and firefighters by making a technical change to the language (changing "the the" to "the").

Applies to collective bargaining agreements and disputes involving security employees, peace officer units, and firefighter/paramedic units of public employers.

Establishes mandatory mediation procedures commencing 30 days before contract expiration (or upon 15 days' notice for initial agreements), followed by binding arbitration if disputes remain unresolved after 15 days of mediation.

Restricts arbitration decisions for peace officers and firefighters to wages, hours, and conditions of employment, excluding residency requirements in municipalities with populations of 1,000,000 or more, equipment type, manning levels, and use-of-force criteria (except where safety risks exist).

Requires governing bodies to ratify arbitration awards by 3/5 vote within 20 days, with rejected terms returned to arbitrators for supplemental decisions; prohibits strikes and lockouts by covered employees.
