• Amends the Local Mass Transit District Act to add definitions for "Southeast Commuter Rail Transit District" composed of municipalities in Cook County or Will County.

• Specifies that a Southeast Commuter Rail Transit District shall include the Village of Crete, Village of Steger, Village of South Chicago Heights, City of Chicago Heights, Village of Glenwood, Village of Thornton, Village of South Holland, Village of Dolton, City of Calumet City, Village of Lansing, and Village of Lynwood.

• Adds new definition for "Metro East Mass Transit District" composed of local mass transit districts in Madison, St. Clair, or Monroe Counties or any combination thereof.

• Takes effect upon becoming law.
