Amends the Child Passenger Protection Act to define a "technician" as someone with current certification from the National Highway Traffic Safety Administration's National Child Passenger Safety Certification Training Program.

Allows persons cited for child passenger safety violations under Section 4 to complete an instructional course with a certified technician covering proper installation and inspection of child restraint systems.

Requires the instructional course to be completed before the mandatory court appearance date for the violation citation.

Mandates that upon successful course completion, the technician issues a standardized letter for court presentation that includes the course completion date, citation number, county of issuance, and technician credentials.

Takes effect January 1, 2011.
