Amends Section 40 of the Day and Temporary Labor Services Act to make a technical change regarding work restrictions.

Prohibits day and temporary labor service agencies from restricting workers' rights to accept permanent positions with client companies or restricting clients from offering permanent employment to temporary workers.

Allows agencies to charge placement fees to clients for permanent hiring, capped at the equivalent of 60 days of commission rates minus commission earned over the preceding 12 months.

Exempts skilled labor placements from placement fee caps, defined as positions requiring advanced application processes, screening, testing, and job interviews.

Prohibits placement fees when permanent work is offered following suspension or revocation of the agency's registration by the Department.
