Creates the Department of Human Rights Special Fund as a special fund in the State treasury to receive registration fees from Employer Report Form filings.

Sets the registration fee for filing an Employer Report Form (PC-1) with the Department at $75, with an additional $75 fee required for renewal of eligibility.

Exempts the Department of Human Rights Special Fund from budget sweeps, administrative charges, charge-backs, and any other fiscal or budgetary maneuvers that would transfer funds to other state funds.

Restricts use of moneys in the Fund solely to fund the Department's public contract compliance monitoring program and other Department programs and activities.

Effective January 1, 2010.
