Requires all gasoline-powered vehicles purchased from municipal funds to be flexible fuel vehicles (capable of running on E-85 ethanol fuel) effective upon enactment, with expanded requirements beginning July 1, 2009 to include fuel-efficient hybrid vehicles as alternatives.

Defines flexible fuel vehicles as automobiles or light trucks operating on gasoline or E-85 (85% ethanol, 15% gasoline) and fuel-efficient hybrid vehicles as those achieving at least 20% better combined EPA fuel economy than comparable conventional models.

Requires all diesel-powered vehicles purchased from municipal funds to be manufacturer-certified to run on B5 (5% biodiesel) fuel effective upon enactment.

Allows municipal corporate authorities to exempt certain vehicle classes from these requirements based on intended use or other reasonable considerations including health and safety.

Preempts home rule authority and prohibits municipalities from adopting inconsistent vehicle purchasing regulations; exempts implementation costs from State Mandates Act reimbursement requirements.
