Prohibits evidence of an alleged victim's prior sexual activity or sexual predisposition in civil proceedings, with limited exceptions.

Allows evidence of specific instances of sexual behavior by the victim to prove that someone other than the accused was the source of semen, injury, or physical evidence.

Allows evidence of specific instances of sexual behavior between the victim and accused to prove the victim's consent.

Requires parties seeking to introduce such evidence to file a written motion at least 14 days before trial describing the evidence and its purpose.

Mandates in-camera hearings where the court must allow the victim and parties to be heard before admitting the evidence, with all motion records and hearing transcripts sealed unless the court orders otherwise.
