Requires owners or operators of land to obtain a permit from the Illinois Environmental Protection Agency to apply landscape waste at rates exceeding 20 tons per acre per year (the "agronomic rate").

Mandates written notice of permit applications be served to affected property owners within 1,000 feet (maximum 1,500 feet), municipal and county governing bodies, and Illinois General Assembly members representing the legislative district within 14 days of filing.

Establishes a public hearing process within 45 days of receiving a complete application where the public, municipalities, and county boards may file formal written objections to permit requests.

Permits issued under this provision are valid for up to 2 years from the date of issuance; applicants have the burden of proving crop needs and soil requirements justify rates above 20 tons per acre per year.

Allows persons who file formal written objections at public hearings to appeal Agency permit decisions to the Illinois Pollution Control Board, with subsequent judicial review available.
