Amends the Illinois Vehicle Code Section 3-113 to allow dealers to use an affidavit when all assignment spaces on a vehicle title certificate are filled.

When title spaces are full, a dealer may execute an assignment and warranty of title by attaching a sworn affidavit containing all necessary assignment information to the filled title.

The dealer must mail the affidavit and filled title to the Secretary of State along with the transferee's application for a new certificate within 20 days of the vehicle transfer.

Dealers remain compliant with the 20-day requirement if the postmark date on the mailing is within 20 days of when the vehicle was transferred to another person.

The Act takes effect immediately upon becoming law.
