• Requires the Department of Natural Resources, Department of Transportation, State Fire Marshal, Pollution Control Board, and Environmental Protection Agency to include expedited permit and license issuance processes for clean coal projects in their rulemaking.

• Allows state agencies to engage experts and additional resources reasonably necessary to implement the expedited process for clean coal projects.

• Expedited process is optional and only applies when requested by the applicant, with all additional costs borne by the applicant.

• Amends four state statutes: the Department of Natural Resources (Conservation) Law, Department of Transportation Law, State Fire Marshal Act, and Environmental Protection Act.

• Takes effect immediately upon becoming law.
