Authorizes electors of local government units to pass binding ordinances relating to ethical standards through initiative petition and referendum.

Requires ethics initiative petitions to be signed by at least 8% of voters who cast ballots for Governor at the last general election in the local government unit.

Petitions must contain the proposed ordinance text, be signed within 12 months of the election, and filed with the local government clerk at least 108 days before the election.

If local government corporate authorities pass the proposed ethics ordinance without amendment within 78 days of petition filing, the ordinance is not submitted to voters.

Ordinances adopted under this article cannot be repealed or amended within 4 years except by voter approval; local authorities may still submit repeal or amendment propositions to electors following standard procedures.
