Amends the Illinois Vehicle Code to require motor vehicles not originally designed for public highway use to obtain certificates of title if operated on a public highway at any time.

Requires owners of non-highway motor vehicles to register them with the Secretary of State if the vehicles are operated on public highways.

Mandates that drivers of motor vehicles not designed for highway use must have valid driver's licenses when operating such vehicles on public highways.

Requires liability insurance coverage for motor vehicles not designed for highway use if they are operated on public highways, meeting minimum amounts specified under existing law.

Expands the definition of vehicles subject to Illinois Vehicle Code requirements (titling, registration, licensing, and insurance) to include off-highway vehicles when operated on public roads.
