Amends Section 6-206 of the Illinois Vehicle Code to change when the Secretary of State may suspend driving privileges for violations related to underage alcohol possession, consumption, and purchasing under the Liquor Control Act.

Modifies paragraph 43 to require a second or subsequent violation (or court supervision disposition) of underage drinking provisions before driving privileges can be suspended, rather than upon the first violation.

Suspension period for a second or subsequent underage drinking violation is 3 months.

Applies to violations of subsection (a), (d), or (e) of Section 6-20 of the Liquor Control Act of 1934 or similar local ordinances.
