Department of Professional Regulation must promulgate rules within 180 days allowing individuals with criminal records to apply for an opinion on whether their record bars them from licensure or certification.

Department shall establish a fee schedule for issuing criminal record eligibility opinions.

If an applicant obtains an opinion and applies for a license or certificate within 2 years, the application fee shall be reduced by the amount paid for the opinion.

Bill becomes effective immediately upon becoming law.
