Establishes procedures at public institutions of higher education for student-initiated referendums to impose an "All-American Energy Fee" for energy-efficiency upgrades or renewable energy projects.

Students may authorize the fee by majority vote in a referendum, with the fee amount clearly identified on the petition.

Defines "energy-efficiency upgrade" as improvements to buildings or facilities designed to reduce energy consumption, and "renewable energy resources" according to the Renewable Energy, Energy Efficiency and Coal Resources Development Law of 1997.

Revenue from the fee must not be dispensed by the board of trustees without prior consultation with the institution's student governing body.

Requires the Board of Higher Education to report to the Governor and General Assembly within 2 years on which institutions approved the fee, the amount raised, and descriptions of funded projects.
