Increases fees for school bus driver instruction courses conducted by regional superintendents from $4 per person to tiered amounts: $6 per person for fiscal years 2010-2012, $8 per person for fiscal years 2013-2015, and $10 per person for fiscal year 2016 and thereafter

Requires $1 from each fee increase to be deposited into a State Board of Education revolving account dedicated to school bus safety

Directs the dedicated account funds to support the Illinois Pupil Transportation Advisory Committee and certification and training programs for school bus driver instructors

Removes the requirement that the State Board of Education annually request additional appropriations for school bus driver training
