Allows courts to sentence defendants convicted of violent crimes to pay lifetime restitution to crime victims, rather than the standard restitution period.

Court must base lifetime restitution decision on three factors: (i) the defendant's age, (ii) the severity of the crime, and (iii) the defendant's income.

Maintains existing restitution requirements for all convictions involving injury to persons or damage to property, including provisions for payment schedules, property restoration, and enforcement mechanisms.

Establishes restitution as a judgment lien that can be perfected and enforced like civil judgment liens, and allows courts to modify orders based on substantial changes in circumstances.
