Changes the special 2-day youth-only deer hunting season to occur on the Friday and Saturday or Saturday and Sunday of the last weekend in September, replacing the previous dates of September 1 to October 31.

Establishes the separate harvest period for managing or eradicating disease in the deer herd during the Friday, Saturday, and Sunday of the last weekend in September, restricted to gun or bow and arrow hunting only.

Establishes the separate harvest period for harvesting surplus deer during the Friday, Saturday, and Sunday of the last weekend in September, replacing the previous period of September 1st to February 15th, and restricts it to gun or bow and arrow hunting only.

Allows unused gun deer permits from regular seasons to be carried over and used during any separate harvest period occurring within 6 months at no additional cost to the permit holder.
