Creates the Virtual Public Schools Act to establish independent public schools that deliver a significant portion of instruction via the Internet in a virtual or remote setting.

Requires virtual schools to be evaluated annually by their sponsor based on student achievement increases, accountability, and operational and fiscal performance.

Mandates virtual school students receive 900 hours of learning opportunities per academic year, access to sequential curriculum meeting State academic standards, and regular assessments in language arts, mathematics, science, and social studies.

Requires virtual schools to provide enrolled families with instructional materials, necessary technology including computers and printers, and Internet access, while prohibiting allotments to purchase instructional programs or materials.

Specifies that all virtual school teachers must be qualified to teach under existing State law, any student meeting State residency requirements may enroll, and virtual schools must maintain an administrative office within Illinois.
