Appropriates $739,669,700 from the General Revenue Fund to the University of Illinois Board of Trustees for fiscal year ending June 30, 2010, including $641,354,200 for personal services and salaries, plus funds for social security, Medicare, group insurance, contractual services, travel, commodities, equipment, telecommunications, automotive operations, awards and grants, workers' compensation claims, and hospital/medical services.

Appropriates $15,826,500 from the General Revenue Fund for the Institute of Natural Resource Sustainability operating costs and expenses.

Appropriates $2,445,500 from the Fire Prevention Fund to maintain and operate the Illinois Fire Service Institute.

Appropriates funds for various University of Illinois programs and initiatives including: $1,000,000 for C.H.A.N.C.E program at Chicago campus, $800,000 for Hispanic Center for Excellence, $1,250,000 for Public Policy Institute, $1,000,000 for pharmacy practice education at College of Medicine in Rockford, and $1,000,000 for technology transfer ordinary and contingent expenses.

Reappropriates $4,386,034 from the Capital Development Fund for space needs of Department of Natural Resources divisions at Urbana-Champaign campus and $134,917 for WILL-TV digitalization infrastructure; effective July 1, 2009.
