IL HB2630

Authorizes any county in Illinois to establish an affordable housing trust fund to provide financial support for affordable housing activities serving low-income and moderate-income households.

Allows counties with an affordable housing trust fund to impose a surcharge on recording of real estate-related documents: $5 in 2009-2010, up to $7 between 2011-2014, up to $9 between 2015-2018, and up to $10 thereafter.

Restricts surcharge increases to no more than once every 4-year period, with county board determining specific amounts within the caps.

Exempts State agencies, local government units, and school districts from paying the affordable housing trust fund surcharge.

Takes effect immediately upon becoming law.
