Utilities must ask customers for the property owner's name and address when establishing service, though customers may decline to provide this information.

Utilities must notify property owners in writing within 5 calendar days of service termination, informing them of the termination and whether they will be billed for service.

Written termination notices must be sent to the property owner at both the service address and any other address on file for the owner.

Utilities must obtain an actual meter reading at the service address within 48 hours after service termination.

The Act takes effect immediately upon becoming law.
