Amends the Children's Health Insurance Program Act by adding Section 27 to require that eligibility and benefits expansions occur only through legislative authorization, not through agency rules or policy changes.

Amends the Covering ALL KIDS Health Insurance Act by adding Section 37 with identical language restricting eligibility and benefits expansions to legislative authorization only.

Amends the Illinois Public Aid Code by adding Section 5-1.5 to apply the same restriction to Medicaid eligibility and benefits expansions under the medical assistance program.

Prohibits expansion of eligibility or benefits under all three health insurance programs through any means other than enacted law, including agency rules or policy changes.

Takes effect immediately upon becoming law.
