• Creates the Developmental Disability and Mental Health Reinvestment Fund as a special fund in the State treasury to receive net proceeds from the sale of closed mental health or developmental disabilities facilities.

• Requires the State to obtain an appraisal of land and improvements when a State-operated mental health or developmental disabilities facility is closed and the State owns the property.

• Directs net proceeds from the sale of facility land to be deposited into the Reinvestment Fund rather than the General Revenue Fund, with exception for funds used to maintain staffing and address life, safety, and care concerns at remaining facilities.

• Restricts use of Reinvestment Fund moneys solely to provide residential and community-based support services for persons with developmental disabilities or mental health needs.
