Requires the Board of Trustees of Community College District No. 509 (Elgin Community College) to establish a 3-year vocational partnership pilot program beginning with the 2010-2011 academic year to partner with trade unions and offer apprenticeship courses.

Funds the apprenticeship courses through grants from the Illinois Community College Board using money appropriated from the newly created Community College Vocational Partnership Fund.

Authorizes the Secretary of State to issue special Trade Union license plates for passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds.

Charges a $25 fee for original Trade Union license plate issuance ($10 to Community College Vocational Partnership Fund, $15 to Secretary of State Special License Plate Fund) and a $25 renewal fee ($23 to Community College Vocational Partnership Fund, $2 to Secretary of State Special License Plate Fund).

Requires the Board of Trustees to file a report with the State Board and General Assembly at the end of the 3-year pilot program on the program's success.
