Appropriates $2,000,000 from the General Revenue Fund to the Department of Public Health for the Universal Newborn Hearing Program.

Allocates $1,200,000 (60% of total) to the University of Illinois Division of Specialized Care for Children and Department of Human Services Early Intervention Program through interagency agreements.

Designated funds support diagnostic care, early intervention services for children with potential hearing loss, and parent-to-parent involvement support.

Requires expenditure reporting to the Universal Newborn Hearing Screening Advisory Committee established under the Hearing Screening for Newborns Act.

Effective July 1, 2009.
