Amends the Illinois Vehicle Code to establish requirements for motor vehicle hitches that extend 4 inches or more beyond the vehicle's rear bumper.

Requires removal of the ball mount from the hitch receiver when the vehicle is not being used for towing if the hitch extends 4 or more inches beyond the rear bumper.

Requires a bright red or orange cover on the hitch ball if the hitch is a single assembly that cannot be easily removed and extends 4 or more inches beyond the rear bumper.
