IL HB3680

Expands criminal street gang recruitment offense to include park district property, in addition to school grounds and adjacent public property.

Changes the offense definition from threatening physical force to a broader standard that includes coercing, soliciting, recruiting, or inducing another person to join or remain in a criminal street gang.

Establishes Class 1 felony penalty if the person threatened use of physical force during the offense.

Establishes Class 2 felony penalty if the person did not threaten use of physical force during the offense.

Defines "school grounds" to include buildings and real property of public or private elementary, secondary, community college, college, or university institutions, plus school yards, playing fields, and playgrounds.
