IL HB3685

Amends the Animal Control Act to expand dog owner liability to include damage caused by dogs pursuing, chasing, wounding, injuring, or killing companion animals, in addition to existing livestock and poultry.

Removes "worrying" from the list of actionable dog behaviors and clarifies that liability applies to swine and companion animals.

Establishes affirmative defenses for dog owners: negligence of the injured animal's owner or keeper, or provocation of the dog by the injured animal.

Takes effect upon becoming law.
