Creates the Certified Professional Midwife Licensure Act to establish state licensing and regulation of certified professional midwives through the Department of Financial and Professional Regulation, effective July 1, 2010.

Establishes a 7-member Licensed Midwife Council with 4 licensed midwives and 3 consumers to oversee licensing, recommend rules, conduct disciplinary hearings, and approve educational programs.

Sets eligibility requirements including certification by the North American Registry of Midwives, completion of 1,800+ contact hours in an accredited midwifery education program, and participation in peer review at least twice per year.

Exempts from licensure requirements certified nurse midwives, licensed physicians, gratuitous services, religious practitioners, and student midwives in approved programs.

Repeals the Act on January 1, 2020, and amends the Medical Practice Act and Nurse Practice Act to clarify that licensed midwives may practice independently without physician supervision.
