Appropriates $59,919,600 from the General Revenue Fund to Western Illinois University for ordinary and contingent expenses for fiscal year ending June 30, 2010.

Allocates funds for personal services ($52,132,300), social security ($446,200), contractual services ($3,346,300), commodities ($800,000), equipment and library books ($1,000,000), telecommunications ($450,000), and group insurance ($1,744,800).

Appropriates $10,000 from the State College and University Trust Fund for scholarship grant awards funded by sales of collegiate license plates.

Effective July 1, 2009.
