• Requires intersections with automated traffic law enforcement systems to maintain yellow change intervals of 3-6 seconds as specified in the Manual on Uniform Traffic Control Devices and prohibits reducing the interval once installed.

• Imposes a one-month system suspension for first violations and three-month suspension plus $10,000 fine to the Secretary of State for second or subsequent violations of yellow interval requirements.

• Requires municipalities or counties found to have reduced yellow intervals to conduct mandatory reviews of all automated enforcement system intersections and send written notification to all persons cited in the past 60 days disclosing the tampering.

• Allows counties and municipalities to increase yellow or red clearance intervals without penalty and permits counties and municipalities to use automated enforcement systems only for red light violations, not speed enforcement.

• Applies exclusively to Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and municipalities within those counties.
