Amends the County Jail Good Behavior Allowance Act to require wardens to establish uniform rules and regulations for behavior, conduct, penalties, and the awarding or revocation of good behavior allowance within 3 months of the effective date.

Establishes disciplinary procedures requiring written infraction reports filed within 72 hours and disciplinary proceedings commenced within 8 days, with committed persons given at least 24 hours notice before hearings.

Limits penalties to a maximum of 30 days of good behavior allowance revocation per infraction and allows wardens to reduce recommended discipline or restore previously revoked allowance in appropriate cases.

Requires the warden or designee to revoke all earned good behavior allowance for inmates convicted of assault or battery on peace officers or correctional employees, criminal damage to property, or possession of contraband while in custody.
