Amends the Counties Code to authorize county boards to regulate the location of telecommunications carrier and AM broadcast station facilities outside municipal corporate limits in unincorporated areas

Establishes detailed definitions for facilities, supporting structures, antennas, and related equipment, with specific height measurement standards

Sets location preferences requiring carriers to prioritize non-residential zoned lots, then unused residential lots, then larger residential lots (2+ acres), with non-residential zoning as most desirable

Provides different regulatory standards based on county population: counties under 180,000 residents allow facilities meeting height limits (up to 350 feet in some cases) and separation distances with limited county board review; counties over 180,000 residents impose stricter height limits (75 feet residential, 200 feet non-residential) and require variations for non-compliant proposals

Requires county decisions to be made within 30-75 days with written findings of fact, allows one public hearing with 15-day notice to adjacent residential property owners, and permits judicial review of adverse decisions
