Amends the Prevailing Wage Act to expand the definition of "construction" to explicitly include "construction work on a public utility"

Defines construction work on public utilities as construction, reconstruction, installation, demolition, restoration, and alteration of utility facilities

Excludes operational work from prevailing wage requirements, including flaggers, snow plowing, vegetation management, mark outs, janitorial services, landscaping, leak surveys, meter work, and miscellaneous repairs

Removes language that previously exempted work done directly by public utility companies from prevailing wage coverage
