Counties may establish standards for wind farms and electric-generating wind devices, including height and density restrictions, and may regulate siting in unincorporated areas and within 1.5 miles of municipal boundaries.

Municipalities may regulate wind farms and electric-generating wind devices within their zoning jurisdiction and within a 1.5-mile radius surrounding their zoning jurisdiction.

Both counties and municipalities must hold at least one public hearing not more than 30 days prior to a siting decision, with notice published in a newspaper of general circulation.

Counties and municipalities may allow test wind towers (designed solely to collect wind generation data) to be sited without formal approval, provided they are dismantled within 3 years of installation.

Counties and municipalities may not require a wind tower or renewable energy system used exclusively by an end user to be setback more than 1.1 times the height of the system from the property line.
