Establishes vacancy procedures for death, permanent disability, abandonment, removal of residency from municipality or district, guilty pleas to felonies or infamous crimes, and void elections.

Specifies appointment timelines for alderman and trustee vacancies (60 days to appoint, 30 days for corporate authorities approval) and requires municipal clerk to forward resignations to vacancy-filling officers within 7 business days.

Addresses filling vacant mayor/president positions through either election (if 28+ months remain in term and 130+ days before next election) or corporate authority election of acting mayor/president for shorter unexpired terms.
