Expands the definition of "another state of the United States" in the Nurse Practice Act to include any state, the District of Columbia, U.S. territories, Puerto Rico, Guam, American Samoa, and the U.S. Virgin Islands.

Updates multiple sections of the Nurse Practice Act (sections 50-10, 50-15, 50-70, 55-10, 60-10, 60-15, and 70-35) to reflect the expanded geographic scope for nurse licensure and reciprocal recognition.

Removes specific references to "territories" as a separate category and integrates them into the broader definition, allowing nurses from Puerto Rico and other U.S. territories to more easily obtain Illinois licensure by endorsement.

Maintains existing requirements for federal employment, emergency practice, and temporary licensing while applying them uniformly across all U.S. jurisdictions and territories.
