Adds transportation contracts for pupils with special needs or disabilities to the list of exceptions to the lowest responsible bidder requirement for school district contracts.

Requires these transportation contracts to be advertised using the same competitive bidding process as other contracts, with at least 10 days' public notice in a newspaper.

Mandates that special needs transportation contracts be awarded by first evaluating bidders based on their ability to provide safety and comfort, service stability, and quality factors specified in the request for proposal, with price considered only after these factors.

Applies to contracts involving expenditures exceeding $25,000 or lower amounts as required by board policy.
