Creates a new petty offense for hosting or allowing an event where illicit drugs or alcoholic liquor are present if the host knows or should know that a person under 21 will consume or possess these substances and fails to take reasonable steps to prevent it.

Defines "reasonable steps" to include controlling access to alcohol, verifying attendee ages with identification, supervising minors, limiting alcohol quantities, and calling police or notifying law enforcement in advance if underage consumption occurs.

Applies to events of 3 or more people at any residence, premises, private/public property, or conveyance where drugs or alcohol are present.

Provides affirmative defenses if the host requests police assistance before complaints are made, or terminates the event after making all reasonable efforts to prevent underage consumption.

Establishes penalties: first violation $250-$750 fine; second violation within 12 months $500-$750 fine; third or subsequent violation within 12 months minimum $750 fine, with each day of violation counting as a separate offense.
