Municipal police departments or churches may establish a Firearm Relinquishment Amnesty Program allowing residents to transfer illegally possessed firearms without identifying themselves

Residents participating in the program are protected from prosecution under state law or county/municipal ordinances related to illegal firearm possession

Local law enforcement agencies are prohibited from reporting residents who participate in the amnesty program to federal authorities unless failure to report would itself violate federal law

Home rule units are preempted from exercising powers inconsistent with this Section, limiting their ability to regulate or restrict the amnesty program

The Act takes effect immediately upon becoming law
