Creates the Child-Safe Chemicals Act and establishes a Children's Health Advisory Panel consisting of the Directors of the Illinois Department of Public Health and Illinois Environmental Protection Agency plus 5 appointed members with expertise in children's health, chemical exposure, and risk assessment.

Requires the Panel to recommend a pilot program by January 1, 2011 that identifies chemicals posing threats to children's health in children's products, establishes limits for those chemicals, identifies safer alternatives, ensures access to health effect information, and informs consumers.

Directs the Panel to analyze 5 chemicals selected jointly by the health and environmental agency directors that may pose threats to children's health based on potential exposure from children's products.

Amends the Environmental Protection Act to authorize the Illinois Environmental Protection Agency to establish and participate in a clearinghouse for information about chemicals in consumer products and alternatives to those chemicals, with all information publicly accessible via the Internet.

Takes effect immediately upon becoming law.
