Creates the Phosphorous Turf Fertilizer Use Restriction Act prohibiting the Department of Central Management Services from applying phosphorous fertilizer (containing more than 0.28% phosphorous by weight) to State-owned turf.

Permits phosphorous fertilizer application only under three conditions: (1) the Illinois Green Government Coordinating Council grants a waiver, (2) establishing or reestablishing turf by planting seed or sod for one calendar year, or (3) depleting existing phosphorous fertilizer stores procured before January 1, 2010.

Establishes the Phosphorous in Water Task Force with 10 members chaired by the Illinois Green Government Coordinating Council Chairman to hold quarterly meetings until goals are met.

Directs the Task Force to draft a model phosphorous fertilizer ban for municipalities and local governments and produce a report recommending ways to reduce phosphorous fertilizer application in residential and urban areas and best practices for phosphorous management in Illinois waterways.

Amends the Green Governments Illinois Act to authorize the Illinois Green Government Coordinating Council to grant waivers to the Department for phosphorous fertilizer application on State-owned turf; takes effect immediately upon becoming law.
