Amends the Illinois Lake Management Program Act to create the Task Force on the Conservation and Quality of the Great Lakes for protecting water quality and educating the General Assembly and public about Great Lakes conditions

Task Force membership consists of 10 members: one Senate member each appointed by the President and Minority Leader of the Senate; one House member each appointed by the Speaker and Minority Leader of the House; one member appointed by the Governor; Directors of Environmental Protection Agency and Natural Resources (ex officio); Executive Director of Illinois International Port District; Mayor of Chicago (ex officio); and one member representing a national Great Lakes protection alliance

Task Force members select a chairperson from among themselves, serve without compensation, and must hold first meeting within 90 days of enactment and meet at least quarterly with staff and support provided by the Environmental Protection Agency

Task Force shall review topics including federal funding availability, water consumption and use, water levels (particularly Lake Michigan), pollution sources, impacts on recreation and habitats, invasive species, and relevant laws and regulations including the Great Lakes Compact

Task Force must submit an annual report to the General Assembly with recommendations for legislative actions to protect Great Lakes water quality and supply, with the first report due by June 1, 2010
