Amends the Public Utilities Act to require public utilities owning or co-owning above-ground utility poles in municipalities that approve wireless networks to enter into pole access agreements with Internet service providers (ISPs).

Establishes a maximum charge of $25 per pole per year for ISP access to utility poles, with rates, terms, and conditions subject to Illinois Commerce Commission approval as just and reasonable.

Allows ISPs to initiate contested case proceedings with the Commission if unable to reach pole access agreements within 60 days of contract execution with a municipality.

Requires the Illinois Commerce Commission to adopt rules within 60 days governing pole access rates, terms, conditions, and procedures for hearing contested cases.

Authorizes the Commission to enforce pole access requirements by ordering utilities to grant access to ISPs and to cease violations, with orders enforceable in state courts for periods not exceeding 10 years.
