Creates the State Employees Big Brother Big Sister Mentoring Act to permit eligible state employees to use vacation, personal, and sick leave time for mentoring activities.

Defines eligible state employees as permanent, non-contractual employees who have provided at least one year of unpaid mentoring services to a Big Brother Big Sister program and are accepted as participants in a qualified mentoring program.

Limits mentoring leave to a maximum of 40 hours per calendar year and requires employees to provide written verification from a qualified mentoring program when requesting leave.

Requires all state agencies to implement an application process within 180 days of the act's effective date and retain full discretion to approve or deny mentoring leave requests based on operational needs, budgetary concerns, and legal limitations.
