IL HB3846

Creates the Local Government Construction Contract Act requiring bidders on construction contracts with local governments or school districts to participate in active apprenticeship and training programs approved and registered with the U.S. Department of Labor's Bureau of Apprenticeship and Training.

Requires all subcontractors of winning bidders to also participate in active apprenticeship and training programs for each trade of work specified in the awarded contract.

Amends the Illinois Procurement Code Section 30-22 to change the apprenticeship requirement from "applicable" to "active" programs and clarifies the requirement applies to each specific trade contemplated under the contract.

Exempts the Local Government Construction Contract Act from reimbursement requirements under the State Mandates Act.

Preempts home rule units from regulating construction contracts in a manner inconsistent with this Act, establishing it as a limitation on concurrent home rule powers under the Illinois Constitution.
