Creates a COBRA Relief Program under the Department of Employment Security, subject to appropriation, to assist unemployed individuals with health insurance continuation coverage costs.

Eligible individuals receiving regular or extended unemployment insurance benefits who qualify for COBRA continuation coverage may apply to participate in the program.

Participants' out-of-pocket COBRA costs are capped at 25% of their unemployment insurance benefits, with the Department covering the remaining costs.

Participants must certify to the Department by the first of each month the total COBRA premiums paid in the preceding month.

Eligibility expires when individuals stop receiving unemployment benefits, fail to comply with program requirements, or voluntarily discontinue participation; the Department is authorized to adopt implementing rules.
