Amends the Unemployment Insurance Act to provide enhanced benefits for workers whose unemployment is caused by a lockout of their collective bargaining unit.

Increases maximum unemployment benefits from 26 times weekly benefit amount to 52 times weekly benefit amount (plus dependents allowances) for workers affected by lockouts.

Applies to any benefit year that has not terminated as of the effective date, including benefit years that began prior to the effective date of this amendment.

Maximum benefits are limited to whichever is smaller: 52 times the weekly benefit amount plus dependents allowances, or total wages earned during the individual's base period.

Takes effect January 1, 2010.
